MANTECA, Calif. — The Manteca Police Department is asking the public for assistance as detectives continue to investigate an officer-involved shooting that ended fatally at an In-N-Out Burger parking lot on East Yosemite Avenue on April 30, 2025.
The incident began around 5:05 p.m. in the drive-thru line at 1490 E Yosemite Ave, where officers responded to a report of a disturbance involving a man in a white van.
Police identified the suspect as Charles Craig McGonegal II, a 69-year-old man from Lathrop. According to officers, McGonegal rammed a police vehicle shortly after they arrived at the scene.
Over the next 20 minutes, officers attempted to de-escalate the situation, but McGonegal reportedly accelerated again, striking at least two more patrol cars. Officers then opened fire, citing an “imminent threat to officers and public safety.”
McGonegal was taken to a nearby hospital, where he later died from his injuries, the department confirmed.
Police noted that McGonegal had a long criminal history across multiple states, dating back to 1972. Although he had a listed residence in Lathrop, his living situation is still under investigation. Authorities added that no one else was inside the van during the incident.
As the investigation continues, Manteca detectives are asking witnesses who haven’t yet come forward to share any information. They’re especially seeking personal video recordings of the encounter.
If you witnessed the incident or have footage, contact Detective Russ Smith at 209-456-8256.
